STATE TARGETED SOCIAL PROGRAMME
on Combating Trafficking in Human Beings
for the period until 2015
The Aim of the Programme
The aim of the Programme is to prevent trafficking in human beings, increase the effectiveness of persecution of persons who commit or facilitate trafficking-related crimes, as well as to protect the rights of victims of trafficking and provide them with assistance.
Means and ways of solving the problem
There are two possible ways of solving the problem of trafficking in human beings and providing assistance and protection to victims of trafficking.
The first option consists of solving the problem of trafficking in human beings through carrying out systematic measures by state authorities for budget funds. The disadvantage of this option is that its implementation requires a considerable amount of budget funds.
The second, best option foresees the set-up of cooperation between state authorities and non-governmental organisations, in particular the implementation of an effective referral mechanism in the sphere of combatting trafficking in human beings in the following areas:
organisation of awareness-raising activities among the population, aimed at preventing people from getting into trafficking-related situations;
increasing the professional level of specialists who provide assistance to victims of trafficking and implement their rehabilitation and social integration;
carrying out continuous monitoring of the implementation efficiency of activities aimed at combating trafficking in human beings;
increasing the quality of services provided to victims of trafficking, in particular by implementing standards in social service provision to such persons.
Forecasted amount and sources of funding of the Programme are provided in Annex 1.
Objectives and activities
Tasks and activities of Programme implementation are listed in Annex 2.
Expected results, effectiveness of the Programme
The implementation of the Programme will allow:
to increase the effectiveness of the cooperation between state authorities, international, non-governmental organisations and other legal entities in the sphere of combatting trafficking in human beings;
to increase the number of identified crimes in the aforementioned area and cases of prosecution of persons related to committing these crimes;
to ensure the annual provision of comprehensive services to more than 1200 victims of trafficking;
to raise the awareness among the population in the sphere of combatting trafficking in human beings;
to increase the professional level of specialists who provide assistance to victims of trafficking and implement their rehabilitation and social integration;
The indicators of effectiveness of Programme activities?? implementation of are measured according to the results of implementation monitoring.
The expected results of Programme implementation are provided in Annex 3.
Amount and sources of funding
It is planned to provide the funding for the Programme from state and local budgets as well as other sources.
Approximate amount of Programme funding is 7,393.184 thousand hryvnias.
The amount of funding is reviewed annually in the course of the preparations of draft state and local budgets for the respective year taking into account their real capabilities.
