The International Organization for Migration (hereinafter called IOM) intends to engage qualified non-governmental organizations (NGOs) to submit expression of interest as Implementing Partners for the project aimed to contribute to the Government of Ukraine’s efforts to provide tailored support to veterans of the conflict in eastern Ukraine and their families for effective reintegration to civilian life, and their active contribution to the social and economic well-being of their communities.

IOM now invites NGOs to submit Project and Budget Proposal on transition to civil employment environments among veterans of the conflict in the eastern Ukraine as well as post training follow up in the process of vocational education in three regions of Ukraine – Kyiv, Lviv and Dnipropetrovsk.

The project will be implemented given the availability of funding.

Terms of reference include specific information on trainings on transition to employment environments, skills-building sessions, grants support and follow-up of the beneficiaries. The preliminarily number of planned trainings per region is 20 (twenty), skills- building sessions per region is 16 (sixteen), supported and followed -up beneficiaries per region is 375 (three hundred seventy-five).

Budget should be submitted in Ukrainian Hryvnia (UAH). Payments shall be made by bank transfer in Ukrainian Hryvnyas (UAH).

The Implementing Partner will be selected under the Quality/Cost-Based Selection procedures described in this Request for Proposals (RFP).

The NGOs, willing to apply for the announced RFP should submit their bids separately per region. Each NGO may submit their bids either to one, two or three indicated regions.

            e.    Annex 3 – Project Implementation Agreement

Applications submitted after the deadline shall not be accepted.

The selection process of the project implementing partner will be carried out during the period defined after confirmation of funding, and may include a personal meeting with the staff of the organization in the IOM mission.

IOM reserves the right to accept or reject any proposal and to annul the selection process and reject all Proposals at any time prior to agreement award, without thereby incurring any liability to affected selection participants and Implementing Partners.
