International Organization for Migration (IOM) invites Service Providers to provide Technical and Financial Proposal for the following Services: Concept development and implementation of nationwide counter-trafficking information campaign, including the creation of series of educational videos.

The RFP includes the following documents:

Section IV. Terms of Reference
Section V. Standard Form of Contract
Terms of reference (brief) for the development and implementation of the information campaign are given in Section IV.
Upon request, potential Service providers will be provided with an extended report with the results of a qualitative study, which describes in detail the portrait of the target group, personal characteristics of persons at risk of trafficking, their lifestyle, values and interests, behavioral strategies when looking for work and employment. To receive the report, interested Service Providers should send a request to the e-mail address email@example.com indicating in the subject of the email:

A Service Provider Proposal shall have two (2) components:
a) the Technical Proposal,
b) the Financial Proposal.
A detailed list of proposal documents is provided in cl. 6 and 7 of the Instructions to Service Providers/ Consulting Firms.
By submitting the proposal in response to this RFP Service Provider consents to sign a contract according to the template given in Section V, if his proposal is fully or partially accepted by IOM.
Service Providers shall express the price of their services in UAH, VAT excluded. Proposals with VAT will be rejected.
The Financial Proposal shall be valid for 60 calendar days.
Service Providers shall deposit the electronic versions of Technical and Financial Proposal (signed and stamped) in two separate folders on a file hosting service (Google Drive, Dropbox, One Drive, etc.) and shall send the links on the folders containing Proposals in two separate emails to firstname.lastname@example.org on or before 14:00 (EET) 26.10.2020. The subject line of the e-mails containing the links for the electronic Technical and Financial Proposal download shall clearly indicate the following:
UA1-2020-1536 – Provider’s name – Electronic Technical Proposal
UA1-2020-1536 – Provider’s name – Electronic Financial Proposal
No late proposal shall be accepted.
Service Providers may request for clarification(s) on any part of the RFP. The request must be sent to email email@example.com at least 3 calendar days before the set deadline for the submission and receipt of Proposals, specifying in the subject line:
UA1-2020-1536 – Provider’s name – Clarification request
IOM will respond to the said request in writing by email. If query initiates substantial clarification or amendments to the RFP, written copies of IOM’s response (including an explanation of the query but without identifying the source of inquiry) will be published at the respective section of IOM Mission in Ukraine website for all prospective Service Providers (http://www.iom.org.ua/en/tenders/current-tenders).
IOM reserves the right to accept or reject any proposal and to annul the selection process and reject all Proposals at any time prior to contract award, without thereby incurring any liability to affected Service Providers/ Consulting Firms.
