The International Organization for Migration (hereinafter called IOM) intends to engage qualified non-governmental organizations (NGOs) to submit expression of interest as Implementing Partners for the following projects: «Enhancing Successful Reintegration of Veterans from the Conflict in Eastern Ukraine and their Family Members». Under the project, the NGO will conduct multiple trainings for selected Community Support Group members (members to include veterans, their families, etc.), consultations, study tours, and networking meetings.
IOM now invites NGOs to submit Project and Budget Proposal(s) on conduction of the above activities.
The project will be implemented given the availability of funding.
Terms of reference include specific information on trainings, support of social cohesion plans development and further follow up, as well as information sharing component. Budget should be submitted in Ukrainian Hryvnia (UAH) VAT exempted. The Implementing Partner will be selected under the Quality/Cost-Based Selection procedures described in the RFP.
The RFP includes the following documents:

b. Instruction to Proponents;
c. Annex 1 – Terms of Reference;
d. Annex 2 – Project Implementation Agreement;
e. Annex 3 – Project Proposal Template;
f. Annex 4 – Budget Proposal Template;
g. Annex 5 – Vendor Information Sheet
h. Annex 6 – List of Implemented Projects Template;
i. Annex 7 - Code of Conduct for Suppliers;
j. Annex 8 – Procurement Guidelines for Implementing Partners of IOM Ukraine.
The NGO shall send the electronic versions of Project and Budget Proposal (signed and stamped) along with all supporting documents to firstname.lastname@example.org on or before 12:00 (EEST) 20.04.2021. The subject line of the e-mail containing the Proposal shall clearly indicate the following:
UA1-2021-1789 – Name of NGO – Proposal for project implementation
The total size of files attached to one email should not exceed 50 MB. In case of exceeding the specified limit, the quotation should be sent by several emails, adding in the email subject designation "Part 1/2", "Part 2/2", etc.
Proposals submitted after the deadline shall not be accepted.
The NGO may request for clarification(s) on any part of the RFP. The request must be sent to email email@example.com at least 3 (three) working days before the set deadline for the submission and receipt of Proposals, specifying in the subject line:
UA1-2021-1789 – Name of NGO – Clarification request att. Iryna Artemova
The selection process of the project Implementing Partner will be carried out during the period defined after confirmation of funding and may include a personal meeting with the staff of the organization in the IOM mission.
IOM reserves the right to accept or reject any proposal and to annul the selection process and reject all Proposals at any time prior to agreement award, without thereby incurring any liability to affected selection participants and Implementing Partners.
