International Organization for Migration, Mission in Ukraine (IOM) within the framework of “New Face of the Border 3” project, funded by USA, now invites interested Bidders to submit their Proposals for creation of specialized software of automated human resource management system of the State Border Guard Service of Ukraine.
Bidding Documents include:

Proposals must be valid for no less than 60 (sixty) calendar days from the date of bids opening (next business day after submission deadline); it should be clearly stated in the bid. Prices should be indicated in USD, excluding VAT. Bids with VAT shall be rejected.
For the purpose of prices` calculation and total amount calculation in USD, Proponents shall use UN operational rate of exchange as of the calculation date (the actual value of the exchange rate is indicated here: https://treasury.un.org/operationalrates/OperationalRates.php). Proposals, which are not compliant to the abovementioned, will not be considered by IOM.
Proposal with all the supporting documents shall be enclosed in sealed envelopes (clearly marked “Tender UA1-2021-1299”) and submitted on or before 17:00 (EEST) 01.11.2021 to:

Along with submitting the originals of the Proposals the Proponents shall also submit electronic versions of documents (scan copies) by deposing files on the open file hosting service (Google Drive, Dropbox, OneDrive, etc.) or other open files share hosting and shall send separate emails with links for downloading the folders with files to firstname.lastname@example.org – on or before the proposal submission deadline specified above. The subject lines shall be as follows:
1) UA1-2021-1299 - Proponent’s name – Electronic technical proposal.
2) UA1-2021-1299 - Proponent’s name – Electronic financial proposal.
Provided links should not require registration or authorization for downloading the files.
Questions related to this tender should be addressed in writing to email@example.com. The subject line shall be as follows: UA1-2021-1299 - Proponent’s name - Clarification request. Requests shall be sent not later than 5 (five) working days prior to deadline for submission.
The Services hereunder are to be procured in the framework of the international technical assistance project, which, according to the Resolution of the Cabinet of Ministers dd. 15.02.2002 №153, allows for VAT exemption for the suppliers, as per legislation in effect and in accordance with international legislation ratified by Ukraine. IOM reserves the right to accept or reject any Bid, cancel the selection process and reject all Bids at any time prior to signing respective Contract, without thereby incurring any liability to affected Bidders.
